The Federal Medical and Biological Agency (FMBA) plans to introduce a salary supplement for workers in the Far North.

The draft states that the supplement will be granted subject to a number of conditions, including an employment contract of at least three years, the availability of the necessary funds within the payroll fund, and a staffing shortage within the organization (less than 100% staffing in the previous month). The supplement will be granted for a period of up to six years from the date of contract signing.
The incentive payment amount will be calculated as the difference between the maximum possible percentage bonus for work in the northern regions and the current rate, taking into account the regional coefficient. The bonus will only be applied if the difference is positive.
The public discussion of the project will continue until October 16, 2025.
On September 25, 2025, the Russian Ministry of Labor and Social Protection introduced similar amendments to the Regulation on the Remuneration of Employees of Federal Medical and Social Expertise Institutions. The amendments include a measure allowing specialists at institutions located in the Far North and equivalent areas to receive incentive bonuses. The bonuses are not to be paid for more than six years.
