The Ministry of Health has introduced a new coefficient to justify the costs of subordinate institutions.

Adjustments were made to departmental order No. 487n dated June 6, 2016. According to the previously approved document, the list of expenses includes costs for medical facility employee salaries, utilities, the acquisition of movable property, property maintenance, the purchase of communications services, transportation services, and other expenses. The calculation takes into account indicators of material, technical, and labor resources.
The clarifying adjustment coefficient, as specified in the new order, will be used to index budget allocations for the projected inflation rate and for wages for certain categories of workers, as established by Presidential Decree No. 597 of May 7, 2012, "On Measures for the Implementation of State Social Policy." The decree stipulates that the average salary of doctors, university professors, and research staff should reach 200% of the average salary in the relevant region.
A coefficient will also be applied due to the rounding of calculated amounts. The Ministry of Health will use this coefficient by multiplying the specific costs associated with the work by the value of this coefficient.
At the end of August 2025, the Accounts Chamber of the Russian Federation conducted its annual audit of the 2024 budget execution in the healthcare sector. It was discovered that the Ministry of Health had accumulated almost 9 billion rubles in unused subsidies for state contracts. According to the auditors, the problem of unspent funds for state contracts at the ministry is systemic: since 2020, the amount of such balances has almost tripled, indicating insufficient justification for standard cost calculations and poor planning.
