4- Participation and Qualification Criteria: 4.1. The information and documents that must be submitted by bidders within the scope of the e-bid regarding the participation and qualification criteria, as well as information and documents related to non-price elements, are listed below: 4.1.1. Offer letter. 4.1.2. Information and documents demonstrating authorization to submit an offer: 4.1.2.1. In legal entities; information and documents regarding the officials under the bidders' management and, if relevant, the partners and their partnership ratios (excluding publicly offered shares)/members/founders. 4.1.2.2. Information and documents regarding the proxy in case of participation in the tender by proxy. 4.1.3. Provisional guarantee. 4.1.4 . 5- The most economically advantageous bid will be determined solely on the basis of price. 6- Only domestic bidders may participate in the tender. 7- Bidders are required to log in to their EKAP account and download the tender documents. 8- Bids must be prepared using the bid letter, tender participation document, and other attachments via EKAP. They must be signed with an e-signature and submitted via EKAP by the tender date and time. 9- Bidders must submit their bids in unit prices based on the total price calculated by multiplying the quantity of each work item by the unit prices offered for these items. Following the tender, a unit price contract will be signed with the awarded bidder. 10- Partial bids may be submitted in this tender. 11- Bidders must provide a provisional guarantee of their own choosing, not less than 3% of the bid price. 12- There will be no electronic auctions in this tender. 13- The validity period of submitted bids is 60 (sixty) calendar days from the tender date. 14- Consortiums cannot submit bids for the tender. 15- Other matters: Bidders whose bid price is determined to be excessively low by the tender committee will be asked to provide an explanation in accordance with Article 38 of the Law.
