The Russian Ministry of Health has submitted for public discussion a draft program of state guarantees for free medical care (SGBP) for 2026–2028. Compared to 2025, the total expenditure of the Federal Compulsory Medical Insurance Fund has increased from 4.476 to 4.795 trillion rubles. Although the growth rate of SGBP funding was significantly lower than in 2025 (an increase of 590 billion rubles), the regulator has incorporated a series of conceptual changes into the program, including changes to the remuneration system, organization, and financing of medical care. #2 The Ministry of Health has prepared a draft government resolution on centralizing the procurement of medicines and medical devices purchased for the "Long and Active Life" and "Family" national projects. The relevant authority is proposed to be transferred to the Federal Center for Planning and Organization of Drug Provision to Citizens in order to improve the efficiency of budgetary funds, reduce procurement costs, and simplify procedures. The new mechanism, planned for implementation beginning in 2026, is intended to ensure a unified approach to procurement and reduce the administrative burden on institutions.
Audit
The Accounts Chamber of the Russian Federation (AC) analyzed the draft federal budget for 2026. The audit showed that the share of healthcare expenditures in total budget funding and GDP will remain virtually unchanged from the current year. The AC reached a similar conclusion when assessing the draft federal budget and the Federal Compulsory Medical Insurance Fund (FFOMS) budget for 2025. According to the AC's latest report, the state program "Healthcare Development" (which accounts for the majority of the relevant segment) will occupy the second-largest share of funding among all state programs in 2026, accounting for 7.9%. Its preliminary budget of 1.5 trillion rubles remains at the 2025 level.

Dom.rf Bank announced it will provide Moscow-based Clinic of Innovative Research (part of MedInvestGroup) with a 6.4 billion ruble loan to complete the construction of an oncology center in Perm, purchase medical equipment, and manage the facility's operations. Construction of the facility has been underway since 2022 under a concession agreement. During the clinic's construction, the company faced multiple lawsuits initiated by the Perm Krai Prosecutor's Office. The work is currently 47% complete. Including loan financing, the project cost will exceed 24 billion rubles.
Patent disputes
The Intellectual Property Court (IPC) refused to invalidate Rospatent's August 2023 decision. At that time, the federal service rejected Geropharm's claim to invalidate Sanofi's patent on insulin glargine, the active ingredient in Toujeo. In Russia, the French company's exclusive rights to the drug are valid until 2031, and the Russian pharmaceutical manufacturer has been challenging them since 2017, specifically to introduce its RinGlar300 into commercial circulation.
Prospects
The Russian government has approved a decree amending the list of organizations participating in the creation of the Scientific and Technological Center for the Development of mRNA Technologies and authorized to manufacture and use biotechnological drugs. Artificial intelligence
American researchers from the Mayo Clinic and Zyter|TruCare have developed a system that makes medical AI more understandable and reliable. The new mechanism allows the algorithm not only to generate a diagnosis but also to justify its confidence level by evaluating results based on three parameters: accuracy, similarity to the doctor's opinion, and quality of explanation. This approach reduced the percentage of recommendations rejected by doctors from 87.6% to 33.3%, increasing specialists' trust in AI.
