The Ministry of Industry and Trade intends to increase the production of rehabilitation equipment to 105 billion rubles by 2030.
According to the agency, the production volume of rehabilitation products in 2024 amounted to 54.5 billion rubles, an 11% increase compared to 2023. In the first quarter of 2025, this figure reached 11.99 billion rubles, an 18.7% increase compared to the same period last year. The production of technical rehabilitation equipment (TRI) and components for prosthetic and orthopedic devices increased by 29% to 26.4 billion rubles in 2024, while the production of rehabilitation equipment remained virtually unchanged at 31.9 billion rubles (an increase of 0.2%).
Currently, there are over 980 manufacturers operating in the industry, including Metiz Group, ORTOS Scientific and Technical Center, and Steplife. According to the agency's estimates, by 2030, exports of domestically produced technical and technical aids will exceed 3.6 billion rubles, and the number of patent applications in rehabilitation technologies will reach 300.
The agency also plans to increase the share of domestically produced goods in the domestic market to 64% by 2030. To this end, tax breaks, subsidies for the development of new technologies, and preferences for participation in government procurement are provided, covering 20 TSR items.
Non-financial government support measures include the waiver of VAT on 11 categories of technical rehabilitation equipment and the introduction of digital labeling for nine types of products, including wheelchairs, hearing aids, orthopedic shoes, orthoses, and prostheses. In addition, the state provides financial support, including a unified R&D subsidy, support programs for the Fund for Development of the Russian Federation, and grants from the Bortnik Foundation.
The Ministry of Industry and Trade also plans to expand the production of components and functional assemblies for upper and lower limb prostheses, the demand for which exceeded 126,000 units in 2025, according to the ministry. The most in-demand components include polyurethane feet (41,400 units), composite feet (32,600 units), mechanically controlled knee modules (24,300 units), and passive hand assemblies (8,400 units).
The extension of the rehabilitation industry development strategy until 2030 was announced in November 2024. The project was developed in response to the growing need for technical rehabilitation equipment, but specific parameters were not disclosed at the time.
In May 2025, the Ministry of Industry and Trade presented a draft resolution introducing a point-based localization system for determining the country of manufacture of complex prostheses, including bionic and exoprosthetic devices. The new regulation could apply to hand assemblies, elbow and knee modules, as well as foot and hip modules. In addition, the new regulation will affect breast prostheses and consumables. As of October 2025, the draft is in the public consultation phase.
