A point-based assessment system is planned based on four criteria: the comprehensiveness and scope of implemented activities, their number, the rehabilitation effect, and the improvement of parental competence. Each area is assessed from 0 to 2 points, with a score of 4 points or higher considered effective. The rehabilitation effect is determined by the child's activity and participation dynamics over the course of a 21-day course, relative to the child's baseline. The standards stipulate 120 activities per course, including diagnostics, counseling, practical and psychological sessions, education, career guidance (for children aged 14–17), and adaptive physical education.

According to the amendment, if a service is deemed ineffective, medical and social expertise institutions are required to provide reasons. These may include the inconsistency of service provision due to the child's health condition, the family's refusal to participate in individual activities or the entire course, the organization's failure to provide the service, and other circumstances that impact the effectiveness of rehabilitation.

The document states that the assessment is conducted in two stages. First, the rehabilitation organization (federal institution) performs a control assessment using expanded scales, records the results in a protocol, and sends them to the medical and social expertise (MSE) agencies. Then, the main MSE bureau calculates the final score using the approved methodology. All information regarding the completeness and effectiveness of the assessment is entered into the Unified Centralized Digital Platform in the Social Sphere using the established form. The documents are signed with an enhanced, qualified electronic signature by the head (or authorized representative) of the main MSE bureau. The federal MSE bureau is granted access for 10 calendar days to monitor the progress of the pilot project.

The measures developed are related to the implementation of a pilot project for the comprehensive rehabilitation and habilitation of children with disabilities, which the Ministry of Labor has been implementing since 2022. In September 2025, the Ministry prepared draft amendments to extend the pilot project until the end of 2028 and expand its coverage to 38 constituent entities of the Russian Federation. Initially, the project was implemented only in the Tyumen, Sverdlovsk, and Ryazan regions, but since 2025, it has been expanded to include the Moscow, Ryazan, Sverdlovsk, and Tyumen regions, the Udmurt Republic, and the Khanty-Mansi Autonomous Okrug.

The explanatory note to the draft resolution extending the pilot program notes that during the pilot program, approximately 11,200 electronic certificates worth over 1.1 billion rubles were issued. Over 7,000 children received the service, and the rehabilitation effectiveness rate, according to federal medical and social expertise institutions, exceeds 98%. The electronic certificate covers the cost of the rehabilitation course, accommodation, meals, support, and travel to the site of assistance.

Furthermore, in August 2025, the Ministry of Labor approved three standards for the provision of comprehensive rehabilitation and habilitation services for children with disabilities: prosthetics , orthotics, and hearing aids . These documents define a list of mandatory activities, requirements for specialist qualifications and equipment, as well as the structure of inpatient and semi-inpatient care. They establish the stages of procedures, rules for training children and parents in the safe use of rehabilitation products and technical aids, and minimum requirements for facilities and equipment.
