Government: Luís Montenegro sticks to the script even with a more unpredictable Parliament

Luís Montenegro’s plan for governing without a majority has not changed. “We don’t form coalitions. Neither with Chega nor with the PS. Our commitments remain the same. The only way to make it work is to have a constructive and open attitude to dialogue with everyone about concrete measures, expecting a sense of responsibility and stability from everyone,” António Leitão Amaro told VISÃO.

Governance in sight is therefore carried out without preferred partners. Unable to form an absolute majority with the IL, Luís Montenegro does not want to join Chega or form a Central Bloc. The thesis of “no means no” is repeated at the AD leadership and has not changed. As was the case a year ago, there is a clear “no” to any type of governance agreement – whether of parliamentary incidence or coalition – but the need to form parliamentary majorities means that no doors are closed to talks, neither on the right nor on the left.
